CARGO AREA PHYSICAL SECURITY REQUIREMENTS:
Physical barriers to prevent unauthorized entry are a basic feature of any secure perimeter. An old American proverb says that “good fences make good neighbors” and this is a basic true of any place that needs to keep its territorial ground secure from unwanted intrusion. In this day and age a company needs to protect its people, assets and property from criminal and terrorist activity. A good physical security perimeter protects all of the former and also prevents possible acts of vandalism and sabotage.
Criminals and terrorists are opportunistic; they will choose to take advantage of the “weakest link” so to speak. They will rather bridge a perimeter that allows them to access a target with ease and minimum risk of getting caught. They try to maximize their time of operations, allow for an easy escape route, go undetected and inflict maximum damage. They will “scope” your operation and look for any perceived weakness. If they encounter strong physical deterrent they are most likely to look for another easier target.
C-TPAT PHYSICAL SECURITY REQUIREMENTS:
a) PHYSICAL ACCESS CONTROLS: Access controls prevent unauthorized entry to facilities, maintain control of employee and visitors, and protect company assets. Access controls must include positive identification of all employees, visitors and vendors at all points of entry.
b) PHYSICAL SECURITY: Cargo handling and storage facilities in domestic and foreign locations must have physical barriers and deterrents that guard against unauthorized access. Importers should incorporate the following C-TPAT physical security criteria throughout their supply chains as applicable:
Fencing:
(1) Perimeter fencing should enclose the areas around cargo handling and storage facilities.
(2) Interior fencing within a cargo handling structure should be used to segregate domestic, international, high value and hazardous cargo.
(3) All fencing must be regularly inspected for integrity and damage (and have records of inspection/maintenance program)
Gates and gate houses:
(1) Gates through which vehicles and/or personnel enter or exit must be manned and/or monitored.
(2) The number of gates should be kept to the minimum necessary for proper access and safety.
Parking:
(1) Private passenger vehicles should be prohibited from parking in or adjacent to cargo handling and storage areas.
Building Structure:
(1) Buildings must be constructed of materials that resist unlawful entry.
(2) The integrity of structures must be maintained by periodic inspection and repair (and keep record of maintenance program and repairs).
Locking Devices and Key Control:
(1) All external and internal windows, gates and fences must be secured with locking devices.
(2) Management or security personnel must control the issuance of all locks and keys.
Lighting:
(1) Adequate lighting must be provided inside and outside the facility including the following areas:
(i) Entrances and exits
(ii) Cargo handling and storage areas
(iii) Fence lines
(iv) Parking areas
vii) Alarms Systems and Video Surveillance Cameras (CCTV)
Alarm systems and video surveillance cameras (CCTV) should be utilized to monitor premises and prevent unauthorized access to cargo handling and storage areas.
CONTAINER STORAGE
i) Containers must be stored in a secure area to prevent unauthorized access and/or manipulations.
ii) Procedures must be in place for reporting and neutralizing unauthorized entry into containers or container areas.
PHYSICAL SECURITY REDUNDANCY AND LAYERED CONCEPT:
One fence is good but not enough to secure a manufacturing site. A system of different checks and balances must exist, forming a layered and redundant system. For example, a fence is complemented by strands of concertina wire, perimeter infrared detectors that detect intruders, perimeter lighting around the fenced area, CCTV system covering the fencing perimeter, foot patrols by security personnel that watch for unauthorized entries and intruders, and inspect fences and all security equipment for integrity and damage. In addition, external security or police can patrol outside the perimeter and detect blind areas or malicious surveillance by unauthorized personnel. In the same manner, all other areas need to have similar systems that form the layered and redundant security system that will deter possible criminal and terrorist attacks.
As part of the C-TPAT initiative, New Balance requires all of its suppliers shipping cargo to New Balance in the U.S. to build a layered system of security as described above to ensure supply chain security within C-TPAT requirements. AHMAD ABOUSAMRA, 28, THOUGHT TO BE A U.S. CITIZEN NOW LIVING IN SYRIA, WAS ALSO CHARGED IN WEDNESDAY'S 10-COUNT INDICTMENT. ABOUSAMRA WAS NAMED, BUT NOT CHARGED, IN OCTOBER'S FILING.
THE SUSPECTS' PLANS TO CARRY OUT TERROR ATTACKS WERE REPORTEDLY THWARTED WHEN THEY WERE UNABLE TO OBTAIN AUTOMATIC WEAPONS.
